Job Description


  • Study, analyse and evaluate tender documents from a technical point of view in order to identify risk factors, ensuring that technical terms comply with the relevant standards and coordinates with the Department Heads and Managing Director for the overall risk assessment and bid decision.
  • Chairs the formal tender start-up meeting with the Legal Head, Supply Chain Head, Business Development Head and the Executive Director after receipt of the tender document to discuss the pre-submission requirements and strategic options and determine Commercial and Technical Clarification associated with the Tender.
  • Review tender docs, identify bid requirements and prepare tender summary & analysis and tender preparation programme.
  • Coordinate with client & consultant representatives on bid clarifications and attends pretender meetings (if necessary).
  • Manage over-all tender preparation work and organize estimating team which normally include the lead estimator, trade estimators and planner to handle the estimating, planning and scheduling tasks.
  • Soliciting and follow-up with the engineering and design department and operations during tender preparation for the preliminary designs and methods of construction to be applied in a given condition of the site for the purpose of producing a competitive tender.
  • Review and finalize project cost estimates as prepared by the estimation team in terms of the required material as per bill of quantities (BOQ), amount of work, material/ equipment/ and manpower requirements during the tendering phase; this includes all systems, products and services to client specifications/ requirements.
  • Coordinate with the Supply Chain in establishing cost of material and services to support bid/tender preparation by negotiating with approved vendors / suppliers and subcontractors for various materials/services as per project (pre/post tender).
  • Finalize estimation of all direct and indirect costs and consolidate tender documents for management review and approval.
  • Present to the Tender Review Committee all aspects of the tender developed by the estimating team and various departments.
  • Conduct and/or assist in the contract negotiation with the clients, preparation and review of contract drafts and the finalization of the contracts.
  • Provide all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advises the Project Manager on contracts which has been taken into consideration during tendering.
  • Produce the tender file for handover to the Operations Head and attend and facilitate Handover meeting no later than 7 days from the confirmation of award.
  • Ensures estimates are submitted on the time and in the most competitive price.
  • Generates weekly tender status reports highlighting progress on concerned tenders.
  • Prepares and generates monthly progress reports highlighting tender wins/ losses
  • (indicating reasons) for review and verification of management.
  • Presents during monthly management meetings to discuss/ assess tenders and presents aspects related to tenders (risk factors, bid decisions, all issues and concerns related to tenders).
  • Keep liaison with Project Manager for the on-site actual execution of projects and lessons learned to be able to prepare future competitive tenders.
  • Manage and monitor the performance of direct report and provide guidance as and when required.

The Successful Applicant


  • Master's degree in Engineering, preferably Civil
  • Minimum of 15 years overall experience in construction
  • Minimum 5 years specific experience in similar field (estimation-related and site-construction related)
  • Knowledge in estimation works related to the industry
  • Familiarity with construction/ project management and/or estimating software
  • Outstanding communication and negotiation skills
