Job Description

  1. Leads the study and documentation of departmental systems and procedures; evaluates and identifies areas for improvement in the business processes.
  2. Understands the functional requirements of departmental users; helps users define system requirements to improve efficiency and effectiveness of processes; anticipates the technical requirements of prospective systems enhancement or the development of a new system.
  3. Plans for systems enhancement or development projects, in consultation with the Department Head, by clearly defining project scope, objectives and targets, resources needed, specifying work plans and timetable, as well as budget requirements.
  4. Assists the Department Head in negotiating for the engagement of outside contractors / developers on the customized development of software; assists in contracts preparation in coordination with the Administration Unit (Finance and Administration Department).
  5. Develops directly (as appropriate with the situation or as exigencies allow) databases and Software applications for the Company; applies the use of the appropriate programming language in systems development or enhancement projects.
  6. Directs and coordinates projects by working with system developers and users in ensuring that the development of system applications and services to various department requirements are within specified resources and conform to quality, time and budgetary parameters.
  7. Monitors the situation/condition and progress of projects; initiates appropriate approaches in making needed adjustments within constraints set to achieve optimum results.
  8. Maintains appropriate relationship with system users and constant direction to the development team; ensures that project progress and end-results are well understood by the Management Committee or project steering committee organized for specific projects.
  9. Supervises systems testing; coordinates with end-users in the conduct of test runs and directs the debugging of systems to address any testing errors; ensures the proper orientation or training of users in implementing / using developed systems.
  10. Directs and prepares as needed the proper documentation of both functional and technical aspects of new or enhanced systems for ease of future maintenance; directs and prepares the proper documentation of User Guides or System & Procedures Manual for implemented or deployed applications.
  11. Keeps abreast of latest trends and developments in the application of information technology to business processes; explores the advisability of applying technology-driven process improvements appropriately.
  12. Participates in relevant Total Quality Management (TQM) discussion sessions; conforms and complies with Company-adopted TQM initiatives and programs.
  13. Oversees the proper development of subordinates who are regular employees (when applicable) by properly imparting acquired knowledge and skills, motivating performance, timely accomplishment of performance appraisals, and constant counseling and mentoring.
  14. Performs other functions related, analogous, and pertinent to the preceding enumeration as may be assigned by superiors from time to time.

The Successful Applicant

  • Graduate of BS Computer Science/ Engineering or any related course
  • 3 years relevant experience in the same capacity preferably from a service oriented industry
  • Knowledge of Scrum and/or Agile methodologies is a big plus
  • Experience with APIs is desirable
  • High standard of attention to details
  • Good analytical and problem solving skills
  • Technology savvy
  • Good project management skills
  • Expert Microsoft Office skills like Word, Outlook, Powerpoint, and Excel
