The Assistant Procurement Manager is responsible for managing end-to-end procurement, tendering, contract administration, and commercial management activities for infrastructure, construction, maintenance, repair, and consultancy projects. The role ensures all procurement activities are conducted transparently, competitively, and in compliance with governance requirements while protecting commercial interests and supporting successful project delivery.

Job Description

  • Lead the full procurement lifecycle, including contractor sourcing, prequalification, tender preparation, bid evaluation, negotiation, award recommendation, and contract execution.
  • Manage tender processes for civil construction, maintenance, repair, consultancy, and infrastructure projects.
  • Coordinate with engineering, finance, legal, operations, and project teams to ensure timely and compliant procurement delivery.
  • Prepare, issue, and administer tender documentation, bid clarifications, and contractor communications.
  • Conduct commercial evaluations, cost analysis, negotiations, and value engineering initiatives to achieve optimal commercial outcomes.
  • Manage post-award contract administration, including variations, claims, payment applications, guarantees, and contractor performance monitoring.
  • Identify, assess, and mitigate procurement, contractual, and commercial risks.
  • Support budgeting, cost control, and financial reporting activities related to assigned projects.
  • Maintain supplier accreditation, compliance monitoring, governance controls, and audit readiness.
  • Mentor Procurement Officers and Buyers while driving procurement process improvements and best practices.

The Successful Applicant

  • Bachelor's degree in Procurement, Supply Chain Management, Engineering, Quantity Surveying, Construction Management, Business, or a related discipline.
  • Significant experience in procurement, tendering, contract administration, and commercial management.
  • Experience managing construction, infrastructure, engineering, maintenance, or capital projects.
  • Strong knowledge of competitive tendering processes, procurement governance, and contract management principles.
  • Demonstrated experience negotiating with contractors, consultants, and suppliers.
  • Excellent stakeholder management, communication, and influencing skills.
  • Strong analytical, commercial, and problem-solving abilities.
  • Experience ensuring compliance with procurement policies, delegated authorities, and governance frameworks.



Good-to-Haves

  • Experience within ports, logistics, transportation, infrastructure, utilities, industrial, or engineering environments.
  • Familiarity with contract forms such as FIDIC or other engineering and construction frameworks.
  • Exposure to ERP or procurement platforms such as Oracle.
  • Professional procurement certifications (CIPS, CPSM, or equivalent).
  • Experience in supplier audits, governance reviews, and risk management programmes.
  • Knowledge of cost control, claims management, and commercial reporting.
